Barcelona are apparently planning to poach Hector Bellerin, despite the fact that they are still under a transfer embargo, as reported by the Mirror.

Arsenal boss Arsene Wenger reveals summer transfer window plans
The La Liga giants are currently in the midst of a transfer ban, and are unable to sign any players this summer. The ban will be lifted next January however, and the Mirror claims they are already looking ahead and identifying transfer targets.
Bellerin – who was signed from Barcelona as a teenager – has been outstanding this season, and has been a revelation since making the right-back position his own.
It’s understandable that he is already attracting the attention of top clubs, but it’s hard to believe Barcelona are planning two windows in advance.
Barcelona’s current right-back Dani Alves is getting on in years, and won’t be able to do a job much longer – if he even remains at the Nou Camp. We will obviously do everything we can to hold on to Bellerin though, and with the Spaniard recently signing a new deal we are in an excellent position.
