The Gunners finished the last campaign in title-winning form having won nine of their last 11 games unbeaten, and supposedly have a transfer budget in excess of £70m to spend this summer.
However, Wenger believes that Arsenal, who have been linked with the likes of Luis Suarez, Wayne Rooney and Cesc Fabregas, can compete for honours with their current squad.
According to Mirror, he said :
We still have a strong squad but we are there on the market to try to strengthen our team. With or without additions we can be title challengers next season.
We are ready to do quick deals but all the transfers do not depend only on us. But we are prepared to wait. It looks unlikely before the Emirates Cup (next weekend).
I believe that every club competes on a very high level. What has changed recently is that in Europe some countries like France suddenly have bought some very very talented players who two or three years ago would all have come to England. It makes the chase for talent very difficult.

What we want is not as name but as good player. The name is less important. What is more important is the quality of the player. At the moment I must tell you we are not close to signing anybody.
Of course we want to do as many top players as we can. But we also have to focus on the players we have and develop them. We have plenty of candidates in midfield now and there is a big fight there. Bacary Sagna settles in well at centre-back with Thomas Vermaelen out.
Arsene Wenger is in a better position than ever before when it comes to being able to strengthen the club as he has reportedly been given a £70m and the club are expected to break their transfer record by a long margin. Yaya Sanogo has been the only signing of note by Arsenal so far during the current transfer window.
Arsenal’s title chances will ultimately boil down to the point of how Arsenal can improve in the off season. Defensively Arsenal are strong enough but need a back up center back and also a left back to cover for the injured Monreal.
The midfield is packed with talent and there are players all over the middle four or five positions who can impact Arsenal’s creativity and attacking shape. Wenger deserves huge credit for organising and creating a squad where there is so much potential in terms of central midfield because that is ultimately the area where the majority of play flows through during games.
However, in wide positions, Arsenal aren’t good enough and need to recruit a player or two. As for the attack, Arsenal definitely need a striker and it seems Wenger has also made the position his prime target.
All of the tools are in place, it’s just a case of finding the right consistency in results and making the right additions this summer and Arsenal will have more than just a chance of winning the title.
Do you think Arsenal are good enough to mount a title challenge without any signings?
